South Australia enters week-long lockdown to contain COVID-19 Delta variant spread

With five active cases of the Delta variant of COVID-19, South Australia begun a one-week lockdown on Monday. Announcing the lockdown, state Premier Steven Marshall declared “we have no alternative but to impose some fairly heavy and immediate restrictions”.

The first case out of South Australia’s active cases was presented to Modbury Hospital on Sunday night, having returned from Argentina earlier this month. The fifth, which Premier Marshall noted as “far more worrying”, visited The Greek on Halifax restaurant at the same time as someone who was later confirmed to be carrying the virus. Chief Public Health Officer for the state Nicola Spurrier said “if anyone has been at The Greek on Halifax they need to get into quarantine and get tested”.

In accordance with new regulations, there are only five reasons for South Australians to leave home: essential work, shopping for essential goods such as food, exercise, but only with people from the same household and within 2.5 kilometers (2 mi) of home, medical reasons (which includes testing and vaccination against the coronavirus, but excludes elective and cosmetic surgery), and caregiving.

Schools have closed for all but children of essential workers, with online learning having begun on Thursday. Face masks are also be mandated for those who leave home. ABC News reported that “support for businesses is expected to be announced…”, with all non-essential retail required to close under the new regulations.

Greek parliament passes austerity bill

The Greek parliament has approved an austerity bill proposed by the government to help rescue the country’s ailing economy.

The proposal, which includes increases in taxes, as well as salary and pension cuts, passed with 172 members of parliament supporting, 121 opposing, and several abstaining; the proposal needed at least 151 votes to pass. There are 300 total parliament seats.

The vote comes after a debate that took the entire day. Meanwhile, rallies and strikes are being held around the country to protest against the measures; the protests have occasionally turned violent, with a firebomb attack on a bank killing three people yesterday.

The Eurozone and the International Monetary Fund had asked for austerity plans to be implemented so that Greece can access a rescue loan package worth US$146 billion in order not to default on debts. The austerity programme is estimated to save $38 billion. Greece also aims to lower the public deficit to less than 3% of the GDP in four years; at the moment it is at 13.6%.

Prime minister George Papandreou described the situation to parliament ahead of the vote, saying: “The situation today is simple – either we vote and implement the deal or we condemn the country to bankruptcy […] The future of Greece is at stake. The economy, democracy and social cohesion are being put to the test.”

Papandreou also expelled three Social deputies from his parliamentary team when they abstained from voting; however, his bloc still has a parliament majority of 157 MPs.

Finance minister George Papaconstantinou also commented that Greece will default on some of its $12 billion debt on May 19 if action is not taken, saying: “The state’s coffers don’t have that money. And because the only way for the country to avoid bankruptcy and suspension of payments is to take the money from our European partners and the International Monetary Fund.”

Opposition parties, however, say the measures will put too heavy a burden on the populace; the leader of the conservatives, Antonis Samaras, commented: “The dose of the medicine you are administering is in danger of killing the patient. You know that these measures have sparked a social explosion […] The citizens of this country have to believe there is a way out. Because whoever cuts pensions of €700 cannot convince anyone.”

Fire damages building housing Berlin Philharmonic Orchestra

At least 170 firefighters in Berlin, Germany battled a fire on Tuesday at the Berliner Philharmonie, the building that is home to the Berlin Philharmonic orchestra.

The fire broke out around 2:00 p.m. local time, while the orchestra was rehearsing, but all the members of the audience and orchestra made it out of the building without injury. Much of the instruments were also saved before the fire grew out of control.

Firefighters had to take off large portions of the metal roof in order to battle the blaze which took almost five hours to bring under control and burned for almost 12. It is believed that welding on the roof may have caused the fire to start, but an investigation is ongoing.

Officials have yet to determine the total extent of the damage, but do say that nearly 17,000 square feet of the roof is burned.

The building, designed by Hans Scharoun, was built in 1963 to replace the previous concert hall which was destroyed in 1944 during World War II. The orchestra was first formed by 54 individuals in 1882.

All future concerts that have been scheduled to take place at the Philharmonie are canceled until further notice.

Bush addresses nation on economic crisis; Congress debates bailout

United States President George W. Bush addressed the nation on the economic financial crisis from inside the White House saying the economic situation is “serious” and is “in danger” of becoming “a long and painful recession.”

“We are in the midst of a serious financial crisis and the federal government is responding with decisive action,” Bush said in his televised speech.

Bush called for the United States Congress to pass a US$700 billion bill intended to keep struggling companies afloat. He asked the two presidential candidates along with leaders from both parties of Congress to join him for a conference on Thursday.

Last Friday, Treasury Secretary Henry Paulson called for a bailout plan that would allow for the United States government to purchase devalued mortgage backed securities, resulting from the subprime mortgage crisis, from troubled financial institutions. Paulson has said that the plan could cost up to $700 billion. Congressional leaders have said that some form of the plan will pass; however, there is considerable debate over several key issues.

White House spokeswoman Dana Perino said that Bush “believes it is important for the American people to fully understand the depth of the crisis in our financial markets, how that crisis affects them, and the urgent need to agree on a solution.” Bush has been criticized for waiting too long to speak in prime time.

John McCain suspended his campaign to return to Washington and work on the bailout bill. Barack Obama has called for another form of the bill to pass and said that Congress should not package the bailout bill with any other bills — such as an economic stimulus plan.

Meanwhile, Congress has held a second round of hearings on the proposed bailout bill. Paulson and Chairman of the Federal Reserve Ben Bernanke testified in front of the House Financial Services Committee. They felt it was a serious problem in need of an immediate solution.

Rep. Barney Frank, Chairman of House Financial Services Committee, says it is “clear” that the financial bailout bill will pass.

Director of the Congressional Budget Office Peter R. Orsza said while testifying before Congress that “ironically, the intervention could even trigger additional failures of large institutions, because some institutions may be carrying troubled assets on their books at inflated values.”

The bailout plan has been called a “blank check” by many, with members of both parties divided on the issue.

On Tuesday many internet routers, used to find the pathways to different parts of the web, reached their memory limit of 512,000 entries in the tables they use to store the routes, causing problems for many users.

A router is used to direct a user towards the area of the internet where they will find the content they are looking for, e.g. a web page. The recent problem was caused by the arbitrary memory limit built into the design of many aging routers. A limit was needed to prevent the cost of hardware from becoming prohibitively expensive in the days when physical data storage was still comparatively expensive. This small amount of memory in turn limits the number of directions which can be stored on a single router leading to different parts of the internet. When this limit was reached, it caused outages of services among Internet Service Providers. Many routers, including older ones provided by Cisco Systems Inc., are limited to storing a total of 512,000 routes or paths.

This limit was reached on Tuesday, reported to have been triggered by Verizon publishing another 15,000 paths. Those affected included eBay, LastPass, and clients of the web hosting company Liquid Web, who lost much of their services until Verizon withdrew some of these new paths. Problems nevertheless continued throughout the day, even after the withdrawal.

A longer term fix is possible, but it would require manually replacing old routers with newer, more capable ones. It is hard to tell what issues would temporarily cascade though the internet by taking down routers from part of the internet for maintenance. Many experts have warned that problems could continue until these difficult fixes have been implemented, although the recent switch to a newer form of IP Addresses, IPv6, will temporarily help the issue. Wired News reported that Andre Toonk, a network engineer, had stated that the number of network outages on the internet, typically around 1,500, yesterday peaked at 2,587, enough to become clearly noticeable.

Home of controversial book publisher set ablaze

Four people have been arrested on terrorism charges in Islington, London, England, after a suspected petrol bombing on the house of Martin Rynja, owner of book publishing company Gibson Square.

His company recently sparked controversy after buying the rights to publish The Jewel of Medina, a work of fiction by Sherry Jones depicting the Muslim prophet Muhammad and his child bride, Aisha.

The bombing, which occurred in the early hours of Saturday morning, led to the evacuation of the £2.5 million property in Lonsdale Square. Three men, aged 22, 30 and 40, were arrested at 2:25am BST by armed officers, two in Lonsdale Square, and one after being stopped near Angel tube station.

Police comments suggested that the trio had been under surveillance, and that they had advance knowledge of the plot and simply waited for the arsonists to strike, before arresting them.

On Saturday, a woman was arrested for obstructing police during their searches of four addresses – two in Walthamstow, and two in Ilford and Forest Gate.

Speaking earlier this month, Mr Rynja said that “The Jewel of Medina has become an important barometer of our time. As an independent publishing company, we feel strongly that we should not be afraid of the consequences of debate.” Ms Jones commented that she did not intend for her novel to be offensive to Islam. She noted that she “[has] deliberately and consciously written respectfully about Islam and Muhammad.” She “envisaged that [her] book would be a bridge builder” between Islam and the western world.
