New Orleans, Louisiana —After Category 4 storm Hurricane Katrina slammed into New Orleans, on the night before August 29, 2005, several flood control constructions failed. Much of the city flooded through the openings. One of these was the flood wall forming one side of the 17th Street Canal, near Lake Pontchartrain. The U.S. Army Corps of Engineers (USACE) is the primary agency for engineering support during such emergencies. A USACE team was assessing the situation in New Orleans on the 29th, water flow was stopped September 2nd, and the breach was closed on September 5th.

You will want to secure from your bank or through a mortgage broker a certificate of pre-approval , usually good for 90 days, this gives you a guaranteed amount to spend. You will also find that your offers will be more favorably looked upon by sellers if they know you are pre-approved.

2.Find a Realtor The next step is to hitch up with a realtor. You are looking for a realtor who is willing to spend the time with you that a first time buyer requires. You may not want the most experienced agent in the office, but rather one who has the time and does not pressure you into buying.

3.Communicate your needs You should communicate clearly to the realtor what you are looking for, the things that are wants and the things that are needs, what is non-negotiable about your future home and what you ay compromise on to find what you want at the right price. Many have clay basements and while these often look scary to the uninitiated, these homes have often stood on the same foundations for 100 years or more and will still be here when we are gone

5.Acceptance & Negotiation After you have made an offer the vendor may accept it as is, reject it totally or make a counteroffer. Remember that if this is the home that you have really fallen in love with don t lose it over a few thousand dollars. Every 1000$ extra you pay amounts to approximately 6$ per month extra payment. Sometimes it isn t price that makes or breaks a deal. Possession date can be an issue as can too many subjects; the vendor wants to feel that the deal will go through.

6.Conveyancing Conveyancing involves title search, valuing unused oil, the unused portion of property taxes and generally making an account of those things that the vendor has pre-paid and needs to re-imbursed for. You will need a lawyer to perform this work.

IMF head remains in New York prison; charged over alleged hotel sex attack

Dominique Strauss-Kahn, the head of the International Monetary Fund, remained in jail last night after being charged with sexually attacking a chambermaid at a New York City hotel. Strauss-Kahn was to appear in court in Manhattan yesterday charged with three crimes, including attempted rape, but the hearing has been delayed so he can undergo forensic tests. He was taken into custody by officials while on an Air France passenger plane which was about to take off from John F. Kennedy International Airport for Paris; when detectives approached him in the first class cabin in the aircraft he reportedly asked: “What is this about?” Strauss-Kahn reportedly fled the hotel “in a hurry” after the attack, leaving a number of personal effects behind. “If our officers had been ten minutes later he would have been in the air and on their [sic] way to France,” a spokesperson for the New York Police Department said.

The chambermaid reported that she had been sexually assaulted by a man staying in a “luxury suite” at the Sofitel hotel near Times Square. “The maid described being forcibly attacked, locked in the room and sexually assaulted,” the police spokesperson said. Strauss-Kahn came out of the shower naked while the chambermaid was working in the room, tried to pull the woman onto the bed and locked the door, The New York Times reported, quoting police sources. She allegedly fought him off, but he sexually assaulted her again after dragging her to the bathroom, before he locked her in the room; she was reportedly hospitalized afterwards with trauma.

In 2008, a year after becoming the leader of the IMF, Strauss-Kahn was reprimanded by the organization’s board after being involved in an extramarital affair with another senior executive at the bank. More recently, he was pictured driving a luxury car in Paris, causing a media furore over whether his lifestyle fitted with the socialist attitude he claims to represent. But his wife, former television star Anne Sinclair, has dismissed the accusations. She said: “I do not believe for one second the accusations brought against my husband. I have no doubt his innocence will be established.”

While LaBruzzo has stated that he has received an outpouring of support over his idea, the ACLU spoke out against the proposal and called it a “meanspirited attempt to eliminate the poor.” Planned Parenthood representative Julie Mickelberry called it a “bribery”, suggesting a solution which attacked the root of the problem was needed and that the representative needed to “go back to addressing issues of education about unintended pregnancy and opening healthcare access.”

One dead after bus and bicycle crash in Hampshire, England

A person has died after being involved in a collision between a bus and a bicycle in Hampshire in the south of England, United Kingdom. The woman, who has not been publicly identified, was cycling in the seaside resort of Southsea when a number 700 Stagecoach single-decker bus, which was travelling from Brighton to Southsea, collided with her bicycle at approximately 1315 BST (1215 UTC) on Saturday. A helicopter transported the woman to Southampton General Hospital, where she died at approximately 1630 BST (1530 UTC) on the same day.

None of the occupants of the bus were injured. The 53-year-old bus driver has now been arrested on suspicion of causing death by dangerous driving. Hampshire Constabulary is requesting any witnesses to the accident to contact them. PC Phil Hunt also mentioned: “We are also trying to trace the passengers, who left the scene before we could speak to them.”

The road traffic accident occurred in an area where Portsmouth City Council had been intending to place a new cycle route, but the plans to do so were cancelled last week. The plans, which would have cost £250,000 (US$382,373, €296,481, A$441,126), were said to have been cancelled due to financial difficulties.

Portsmouth Cycle Forum vice chair Jon Spencer has stated: “Sadly, we’ve had to wait less than a week for a brutal illustration of why we need this cycle route.” The vice chair of the local cycling group continued: “The road at Clarence Pier is very narrow, very crowded by parked cars and very busy. “This terrible accident is yet another reminder that large vehicles, busy traffic and cyclists are not a happy mix. Whilst it will be some time before the details are made public, we urge the Portsmouth City Council to press ahead with making this section of our seafront much safer and calmer for all. Almost exactly one year ago, a cyclist was seriously injured Clarence Esplanade when a car reversed blindly from a parking bay into the road.

“Portsmouth City Council is on the verge of postponing Phase 2 of the Southsea Seafront Cycle Route. Had this been in place yesterday then this awful incident might have been avoided. We urge councillors to think again. A safe and segregated cycle route can be built – one which doesn’t loose any car parking, one which doesn’t stop people looking out to sea from their cars, one which doesn’t involve cycling on the promenade. We will be pushing hard for this – we don’t want any more injuries and fatalities on our seafront roads.”

London, England— Tuesday evening saw Zsuzsanna Krajnyak, of Hungary, take bronze in the women’s wheelchair fencing individual foil category A. She defeated fellow Hungarian Veronika Juhasz by a score of 15 to 4.

The bout was the first of four concurrent medal matches to end, with Juhasz unable to score a hit until Krajnyak had already amassed five. Juhasz’s final hit was scored when Krajnyak was ahead with 11 hits. The match was penalty free, despite Krajnyak rocking in her wheelchair as she parried with her opponent.

When Krajnyak was asked by the media about her victory over her fellow countrywoman, she said: “It was good to know that Hungary had secured a medal [before the bout] — it proves Hungary has a strong fencing history.”

The Paralympic campaign is not over for Juhasz or Krajnyak, both are scheduled to compete in the Women’s Individual Epee – Category A event and the Women’s Team – Category Open event.

At the London Games, Paralympic wheelchair fencing features five medal events for women and sven for men, using several weapons including the foil, epee and sabre. Wheelchairs used in competition are held in place using medal plates, with the fencer with shorter reach choosing the distance between the chairs. A-classified wheelchair fencers have, according to the International Paralympic Committee, “good sitting balance and good trunk control with their fencing arm not affected.”

Buffalo, New York —A proposed hotel that was supposed to be built at the corner of Elmwood and Forest Avenues in Buffalo, New York is apparently off the table. The former proposal was going to be called The Elmwood Village Hotel and would have consisted of 72 rooms and cost between $7 to $10 million American dollars to build.

Today several unknown individuals were seen removing a sign that was dedicated to the “Elmwood Village Gateway,” which signifies the beginning of the Elmwood Village at the formerly proposed project’s location.

Nearly an hour later the men replaced the sign with a different and unexpected sign: “For Sale: 5 commercial parcels and 1 carriage house, By: Owner.” Those 5 “parcels” are 1109-1121 Elmwood and 999 Forest Avenue, which is located in an illegal alley, according to the City of Buffalo, behind the 5 other properties on Elmwood. Hans Mobius owns all properties named in the sale.

Sam Savarino, CEO of Savarino Companies never owned the properties and has repeatadly told Wikinews in exclusive interviews that he still had a “contract to buy the properties” and on October 2, 2006 told Wikinews in an exclusive interview that he “extended” the “agreement to purchase the property[s] and will have it under contract for what we hope is a sufficient period of time.”

“He [Mobius] is undoubtedly concerned because he has lost some tenants and is a bit impatient. I think he has properly portrayed the situation,” said Savarino in an exclusive interview with Wikinews.

Savarino also says that there may be “legal issues” to work out now, before anything else can move forward, regarding the proposal.

“There are some legal complexities that must be sorted out before anything can happen there,” added Savarino.

The welcome sign was; however, not removed entirely. The sign was placed, facing the same direction of north, on the side of the Forest Plaza Art Gallery, a new art gallery located on the corner of Forest and Elmwood.

Nancy Pollina, owner of Don Apparel which was located at 1109 Elmwood, but closed on October 14, 2006 considers this a possible “victory” in regards to the lawsuit filed against the hotel to stop it from being built, alleging that several laws were broken, including not performing an Environmental Impact Study before the proposal was approved by the city, during its approval and the proposal was “rushed.” Patricia Morris, who operates Don Apparel with Pollina, Angeline Genovese and Evelyn Bencinich, owners of residences on Granger Place which abut the rear of the proposed site, Nina Freudenheim, a resident of nearby Penhurst Park, and Sandra Girage, the owner of a two-family residence on Forest Avenue less than a hundred feet from the proposed hotel’s sole entrance and exit driveway, were also plaintiffs in the lawsuit. They filed the suit with a lawyer representing them, Arthur J. Giacalone, on April 25, 2006 in New York State Supreme Court, but the case has never gone to a courtroom.

Giacalone believes that a press release issued in July regarding the project was nothing but a statement to “save face,” but that the placement of the for sale sign might be a way of convincing Savarino to speed up the sale of the properties.

“I thought all along that Savarino’s July press release might be no more than an effort to save face. But we have no way of knowing. Similarly, Mobius might have put the for-sale sign up in an attempt to pressure Savarino into closing the deal. There’s no way to tell,” said Giacalone in an exclusive interview with Wikinews.

In regards to the lawsuit, Giacalone thinks it may now be in “limbo.”

“The lawsuit still sits in limbo,” added Giacalone.
